Below, you will find a brief overview of the history, development and future plans for growth of the Partnership, as a US-based international development nonprofit dedicated to supporting a small, war-torn West African country in the advancement of their agenda of progressive democratic reform.

EXPLORATORY PHASE : Fall 2007 to Fall 2008

The study aimed to evaluate firsthand the opportunities, politics and logistics that would confront IPPSL, upon implementation of the Partnership, including:

• Developing a co-management plan with the Government of Sierra Leone;
• Assessing the government’s need for technical and administrative support;
• Ensuring Fellows would be adequately supervised;
• Cataloging any logistical, expense, health or safety concerns, and creating an effective plan to prevent them from becoming problems;
• Assessing the appropriate length for a Fellowship; and…
• Identifying safe & affordable housing.

Upon completion of this study, IPPSL submitted a concept paper detailing the nature and proposed operations of the Partnership to the Ministry of Foreign Affairs & International Cooperation, as well as to Sierra Leone’s Public Sector Reform Unit. IPPSL’s proposal received Sierra Leone Cabinet approval on March 25th, 2009.

DEVELOPMENT PHASE : Fall 2008 to Fall 2009

• Developing a volunteer organizational infrastructure;

• Assessing likely expenditures and appropriate stipend levels for first contingent of fellows, based on a thorough in-country evaluation of expenses and possible pitfalls;
• Attracting, assessing, and admitting a number of highly-qualified professional candidates for possible participation as our inaugural contingent of IPPSL Fellows;
• Providing early, pre-departure logistical support and orientation to first likely contingent of IPPSL Fellows; support that is meant to continue on, upon their arrival in Freetown, through the duration of their stay; and…
• Launch IPPSL | International Professional Partnerships for Sierra Leone, Inc.

IMPLEMENTATION PHASE : Fall 2009 to present

During 2010, IPPSL continued our Implementation Phase through the first complete cycle of our annual Fellowship Program, with major focus settled on monitoring, evaluation and support of organizational programming and participant performance.

We then made every possible effort to use what we learned from this ongoing evaluative process to adapt and adjust the Partnership model, thereby better facilitating a continuation of our Program Implementation Phase through all of 2010 & 2011.

Additional 2010/11 Implementation Phase objectives include our concentration on fundraising, development and communications measures necessary to scale-up the capacity of the Partnership and to continue to prepare and deliver a larger, yet still very selective and demand-driven IPPSL International Fellowship Program, for years to come…
