Through the contributions of these young professionals, IPPSL’s work has led to a deepening of our relationships with the Sierra Leone government, as well as to an increase in receptivity and demand within government for the recruitment of a greater number of talented young professionals to fill skill & staffing gaps within the GoSL on a temporary basis, in the near future.

Jonathan Kooker was awarded a J.D. from Georgetown University Law Center in 2008 and a B.A. in German from Goshen College in 2000. While serving as a Student Legislative Lawyer at Georgetown’s Federal Legislation Clinic, Jonathan worked with the United States Congress on amendments to the Americans with Disabilities Act. Mr. Kooker also handled trade and investment transactions, as an associate attorney with a private law firm in Tel Aviv and New York. With IPPSL in Sierra Leone, Jonathan represented the Ministry of Trade & Industry and Sierra Leone Investment & Export Promotion Agency (SLIEPA) in bioenergy & petroleum investment agreements and as an integral member of drafting committees that wrote the Public-Private Partnership Act, Finance Act, Investment Incentives Regulations, Customs Administration Act, and other trade, tax, and investment laws.
Asa Solway graduated from University of California, Berkeley Law in 2009, where he worked as an intern with the International Criminal Tribunal for the former Yugoslavia and the United States Department of State. Following graduation, he was awarded a post-doctoral fellowship by UC Berkeley to serve as an inaugural 2009/10 IPPSL Human Rights Law Fellow. During his year in Sierra Leone, Asa was placed in the Law Reform Commission, the Anti-Corruption Commission and the Ministry of Foreign Affairs. After leaving Sierra Leone, Asa worked as an expert legal consultant with the Special Court for Sierra Leone on its case against Charles Taylor, which finished proceedings in March 2011. He is currently working on a set of recommendations governing the rights and status of convicted war criminals, while living in Pristina, Kosovo.

Prior to graduating the University of California at Berkeley, Boalt Law in 2008, Elan Emanuel worked extensively on poverty alleviation and access to health care in Western Kenya. While a student at Boalt Law, Elan spent a summer interning with the Office of the Prosecutor at the International Criminal Tribunal for Rwanda. During his third year of law school, Mr. Emanuel also interned at DPK Consulting, a development consulting firm that provides consulting service in the field of rule of law, governmental integrity, court administration, and anti-corruption. While 2009 IPPSL Human Rights Law Fellow, Elan served as a law & policy consultant for the Decentralization Secretariat (DecSec) of the Government of Sierra Leone, which was established under the government’s Institutional Reform & Capacity Building Project (IRCBP) and was funded by the World Bank.
