The 2010 metformin hydrochloride and alcohol Report affirmatively asserts a primary conclusion of great significance: “There exists no single formula for sustainable progress.” But, instead, political & civic leaders, policymakers, and those researching development of nations across decades should continue to apply the multiple complex measures and indicators of progress as defined by the original UNDP | Human Development Report (1990), and as elaborated and expanded upon by the 2010 Report.

Since 1990, the UNDP | Human Development Reports have had a long history of introducing new, groundbreaking notions of thought on and manners of measuring development, while also having a profound impact on development politics and policy-making around the world. The 20th Anniversary Report was meant to evolve the human development approach, so that this type of living theory of analysis might respond to new vulnerabilities with new tools, measures & indicators, while asserting the case for a new approach to thinking about development.

Over the past twenty years, many people across the globe have witnessed dramatic improvements in the quality of key aspects of their lives; “overall, they are healthier, more educated and healthier, and have more power to appoint and hold their leaders accountable.”

However, the slowest increases or advancements in Human Development Index (HDI) — a development indicator which measures the health, education & income standards of people of a certain nation in order to rank nations with comparable data available — restricts progress in Sub-Saharan African countries most significantly, as these states’ health measures are chronically depressed by the effects of the HIV/AIDS Pandemic.

“The HDI is not designed to assess progress in human development over a short time period, because some of its component indicators do not change rapidly in response to policy changes. This is particularly so for mean years of schooling and life expectancy at birth. It is, however, useful to review HDI progress over the medium to long term. Between 1980 and 2010, Sierra Leone’s HDI value increased from 0.229 to 0.317, an increase of 39 percent or average annual increase of about 1.1 percent. With such an increase, Sierra Leone is ranked 53, in terms of HDI improvement, based on deviation from fit, which measures progress in comparison to the average progress of countries with a similar HDI level.”

“The current Sierra Leone National Human Development Report (SL-NHDR) is the third so far and the first to be published since the end of the civil war. The theme for the SL-NHDR is Empowering Local Government for Sustainable Development & Poverty Reduction. The Government of Sierra Leone has adopted decentralization & local empowerment as a key strategy for consolidating peace and reducing poverty. The enactment of the Local Government Act, 2004 marked the beginning of the decentralization process in the country. The current Report seeks to explore this them using information collected from the latest countrywide census of 2004 and the most current socio-economic data.”
